Is a Peruvian researcher who served as the Minister of Education in 2020. In 2022, he served as Director of the Observatory of Higher Education, and from 2018, he was a senior professor at the Pontifical Catholic University of Peru (Lima). Between 2018 and 2020, he served as Superintendent of the regulatory body of Peru's university system where he led the reform for improving the quality of higher education. Earlier in his career, Martín joined the Peruvian think tank Group for the Analysis of Development (GRADE), where he later became the Executive Director from 2008 to 2018. He has also been a visiting researcher at different US and French high-level academic institutions. He was appointed Director of IIEP in 2023 and provides strategic leadership to the Institute.

She holds a master’s in Education in Human Development and a PhD in Education in Administration, Planning, and Social Policy (Harvard Graduate School of Education, USA). She worked at the Inter-American Development Bank for more than a decade, where she led technical dialogues, loan operations, and technical cooperation programmes in education for several Latin American countries. She is currently the Director of the Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago), which leads, monitors, and provides technical support to countries in the region to advance towards achieving the Sustainable Development Goal 4. 

He holds a PhD in Linguistics and Didactics from the University of Grenoble (France), a postgraduate diploma in Diplomacy and Strategic Studies from the Centre for Diplomatic and Strategic Studies in Paris (France), and a Master’s degree in English from the University of Ouagadougou (Burkina Faso). He is currently the Director of the International Bureau of Education (IBE-UNESCO), a UNESCO institute specializing in curriculum issues. With over 24 years of experience in the United Nations system, he began his career at the UNESCO Headquarters, in Paris, in the Basic Education and Literacy Section in 1997 as an Associate Expert. In the following years, he also worked at the UNESCO Field Offices in Mali, Cameroon, Congo (DRC), and Senegal. In his various roles, he has gained experience in developing partnerships and mobilizing resources from development banks, the private sector, UN agencies, and Governments. Prior to joining the IBE, he served as the UNESCO Representative in Côte d'Ivoire and as Regional Director of the UNESCO Multisectoral Regional Office for West Africa in Abuja, Nigeria.

He holds a PhD in Pedagogy and a master's degree in Education and Critical Thinking (Montclair State University, New Jersey, USA, on a Fulbright-Laspau scholarship). He has worked as a Professor at the Universidad San Francisco de Quito (Ecuador), the Universidad Católica de Santiago de Guayaquil (Ecuador), the Latin American Faculty of Social Sciences (FLACSO Ecuador), the University of Barcelona (Spain), Marist College (USA), and Montclair State University (USA). He had a hierarchical role at the Ministry of Education of Ecuador (2007–2010) and he later served as Vice-Minister (2010–2013). He is currently Head of the UNESCO-IIEP Office for Latin America and the Caribbean. He has worked as a lecturer and an international consultant in educational projects in several Latin American countries. His research focuses on educational reforms in Latin America and initial teacher training. His work in education has also been related to philosophy, the didactics of writing, and critical thinking. 

He holds a DPhil in Economics for a study of technical education and the labour market in Egypt, completed at the Centre for the Study of African Economies of the University of Oxford. He is the Director of the Global Education Monitoring (GEM) Report since 2017. He has recently published the GEM Report 2023 on Technology in Education “A tool on whose terms?”, which addresses the use of technology in education worldwide through the lenses of relevance, equity, scalability, and sustainability.

Prior to joining the team he worked for 10 years on public finance, monitoring and evaluation projects in education including: a public expenditure tracking and service delivery survey of secondary education provision in Bangladesh; the evaluation of a basic education project in the western provinces of China; the mid-term evaluation of the Education For All Fast Track Initiative; the annual reporting of progress in the implementation of the Second Primary Education Development Project in Bangladesh; a basic education capacity building programme in six states in Nigeria; the evaluation of an in-service, cluster-based teacher training programme in Pakistan; and the country study of the Out of School Children Global Initiative in Indonesia.

He holds a PhD in Education and Development  Studies  from  the  Graduate  Institute  of Development  Studies  at  the  University  of  Geneva (Switzerland), and a Master’s  degree  in  Education  and  Development Studies from the same institution. Since January 2020, he has been working in the newly established Future of Learning and Innovation Team and has been  instrumental  in  leading  the  Futures of Education initiative in the Education Sector. Recently, he has published a new book called "An Ed-Tech Tragedy?" about experiences with educational technologies during the COVID-19 pandemic and the implications for the future of learning.  

From  1990  to  1995,  he  was  Academic  Director  of “EP Programs”, an adult training centre in Geneva. From 1996 to 1998 he worked as Program Officer at the “Network for International Policies and Cooperation in Education and Training”(NORRAG).  From  1999  to  2001,  he  headed  the Exploring Humanitarian Law Project for the International Committee  of  the  Red  Cross  in  Geneva,  where  he coordinated the design of a global multimedia curriculum for adolescents on ethical issues relative to situations of armed conflict. From 1999 to 2002, he was associate researcher at the Graduate Institute for International and Development Studies (Geneva) and between 2011-2015 visiting lecturer at the University of Geneva, as well as the University of Bergamo. In 2002, he joined the UNESCO International Bureau of Education  in  Geneva  (Switzerland)  as  Head  of the Capacity Building Programme for Curriculum Development. Thereafter, he served as a Programme Specialist (P-4) in the UNESCO Office in Rabat (Morocco) from 2005 to 2010, before joining Headquarters. He has also published numerous scholarly articles, particularly in the field of global education policy, curriculum  development,  conflict  and  social  cohesion, and global  citizenship,and  recently  led  the  work  on Rethinking Education. 

He holds Master’s in e-Learning Management and Production (Universidad Carlos III de Madrid, Spain), Specialist in Education and New Technologies (FLACSO Argentina), and BA in Education (University of Buenos Aires, Argentina). He works as a researcher at the University of Buenos Aires focusing on issues related to education, technology, and teacher training. He is a regular assistant professor of Educational Technology at the University of Buenos Aires.

She holds a PhD in Education from the Universidad Nacional de Educación a Distancia (Spain) and a BA in Psychology from the Universidad Complutense de Madrid (Spain). She has a Master’s in Applied Social Research and Data Analysis (CIS) and a postgraduate degree in Clinical Psychology from ISEP (Spain). She currently serves as the Director of Education and Vocational Training at the Organization of Ibero-American States (OEI) and is an associate professor at the Universidad Pontificia de Comillas (Spain). Previously, she has worked as a professor at the Universidad Autónoma de Madrid (Spain) and the Universidad Central de Santiago de Chile (Chile). At OEI, she also worked as Technical Secretary for the Evaluation Institute and as Deputy Technical Secretary of the Center for Higher University Studies (CAEU), where she led the development of programmes on technology and education, among other projects.

She holds a PhD in Economics and an MA in Economic Analysis both from the Université libre de Bruxelles (Belgium). Her research focuses mainly on the economic aspects of higher education. She currently serves as Senior Education Specialist at the Inter-American Development Bank (IDB), where she has been working since 2011. Her work focuses primarily on technology in education and the transition of young students to higher education and the workplace. She initially joined the IDB as part of the Young Professional Program. Her first rotation was in the Competitiveness and Innovation Division and, since December 2012, she has been part of the Education Division. Before joining the IDB, she worked as a consultant for the World Bank, UNDP, and the European Commission.

He holds a Master’s in Public Policy (Universidad Torcuato Di Tella, Argentina) and a BA in Economics (National University of Córdoba, Argentina). He has worked with statistics, educational planning, and socio-educational policies for the Ministry of Education of Argentina. He worked as a Social Policy Specialist for UNICEF Bolivia and as Programme Specialist for the UNESCO Institute for Statistics (UIS). He currently serves as Education Monitoring and Planning Specialist at UNESCO Santiago.

She holds a PhD in Education (Universidad de San Andrés, Argentina), an MA in Education Policy (University of London, UK, Chevening Scholarship), a BA in Sociology (University of Buenos Aires, Argentina), and a degree in primary school teaching (Escuela Normal Superior en Lenguas Vivas “Sofía Esther Broquen de Spangenberg”, Argentina). She is currently in charge of the strategy for production and dissemination of knowledge through research development and the Information System on Educational Trends in Latin America (SITEAL).

She holds a Ph.D. in Engineering Sciences (PUC), and a master’s degree in social sciences of education (Stanford University). She also has a degree in Sociology (Pontifical Catholic University of Chile). She currently serves as the Director of the Center of Studies of Educational Policies and Practices and an associate professor at the Pontifical Catholic University of Chile. Her research areas include digital culture and inclusion, digital skills, and education. She has been involved in various national and international research projects related to the use of digital technologies and new forms of learning among the new generations of students, as well as the educational challenges of the digital society.

His work focuses on curriculum development and related matters. He holds a Master’s in Educational Research (from CIEP, Uruguay/IDRC, Canada) and a BA in Sociology (University of the Republic of Uruguay). He is President of the Advisory Council of the Organization of Ibero-American States (OEI) and Coordinator of the UNESCO Chair on Hybrid Education, at the Catholic University of Uruguay.

She holds an MA in Sociology and Education from Columbia University, New York (United States), and a BA in Sociology from Universidad de la República, Uruguay. She has also received training as an agent of change in education from the University of Stockholm, Sweden. She is the Technical Cooperation Coordinator for Latin America and Portuguese-speaking African Countries at the Regional Center for Studies on the Development of the Information Society (Cetic.br | NIC.br), supported by UNESCO. She has also worked as a consultant for different organizations, including the Center for Innovation in Brazilian Education (Cieb), UNESCO, and UNASUR. She previously worked for the Ceibal programme, in Uruguay, where she started as Monitoring and Evaluation Coordinator and later became the Social Development Manager, where she led the design and implementation of national programmes focused on the use of ICTs in schools and teacher-training centres. She has authored and co-authored articles and book chapters on education, social inclusion, and digital inclusion.

She holds a BA in Education Sciences for Secondary and Post-Secondary Education and a specialized degree in Educational Technology (University of Buenos Aires [UBA], Argentina). She is also a Professor at UBA.

He holds a BA in Economics (University of Buenos Aires, Argentina) and a graduate degree in Economics (Universidad Torcuato Di Tella, Argentina). He is an experienced researcher and economist specializing in planning, administration, public policy analysis, and education economics and financing. He has worked in the field of planning and management developing and implementing the reengineering of educational processes to improve the design of teacher-training courses. He has also done research on teacher management, school effectiveness, and sector supply and demand planning. In the field of economics and financing, he has participated in the design of models to optimize resource allocation efficiency in education. He was a leading education specialist in the Education Division of the Inter-American Development Bank.

She has a Master’s in Design and Management of Social Programmes (FLACSO Argentina) and a degree in Economics (University of Buenos Aires, Argentina). She has had a long career in public education management at the subnational and national levels in Argentina. She has also served as a consultant to international organizations such as UNDP, UNICEF, and IDB.

He holds a Ph.D. in Public Policy from Princeton University. He has worked as a professor of Public Policy at the Universidad Diego Portales and Universidad Adolfo Ibáñez in Chile. He has conducted extensive research in education and has published books, papers, monographs, and technical reports on education in Latin America. He has also been involved in educational policy reforms. He served as an advisor to three Ministers of Education and to a member of the Education Committee in the Chilean Senate.

Her main responsibilities include coordinating the strategic development of the Network of Education Policy Specialists in Latin America. She has Master’s in Educational Technology and Digital Skills (National University of La Rioja, Spain), a specialized degree in Education and New Technologies, and a diploma in Constructivism and Education from the Latin American Faculty of Social Sciences (FLACSO), Argentina. She also has a degree in Education Sciences (University of Buenos Aires, Argentina). She has participated in research on digital policies in Latin American education systems and has given lectures on online teacher training, technological innovation in education, and techno-pedagogical design of online training devices, among other topics.

She graduated as a History professor (University of Buenos Aires, Argentina) and has a Master’s in e-Learning Management and Production (Universidad Carlos III de Madrid, Spain). She works as a Professor in the History Department of the University of Buenos Aires (Argentina), in the Professor training graduate course at University of San Andrés (Argentina), and for the Department of Psychology of Knowledge and Learning at FLACSO (Argentina). She is a member of the pedagogical team of the CLAYSS Argentina Programme. She coordinates the Printed Media area for the distance education programme UBA XXI. Between 2016 and 2019, she was the General Director of the Centre for Innovation in Technology and Pedagogy (UBA).

She completed a master's degree in Social Sciences focused on Education (FLACSO, Argentina). She works as a researcher of the Education, Knowledge, and Society programme at FLACSO and is a member of the editorial committee of the magazine Propuesta Educativa. She is the Academic Coordinator of the Graduate Seminar on Government and Education Planning and has taught several graduate seminars at FLACSO, at national universities, and in state training courses. She is a member of the team of specialists working for the Organization of Ibero-American States (Argentine headquarters). She is the coordinator of the Ibero-American Network of Higher Education Indicators. He holds a degree in Information and Communication Technologies, a master's degree in Organizational Leadership (Esade, Spain) and a PhD in Education Projects and Multimedia Engineering (Technical University of Catalonia, Spain, in collaboration with the University of Glasgow, UK). He served as coordinator of the Observatory at the Global University Network for Innovation (GUNi), a joint project by UNESCO, the United Nations University, and the Technical University of Catalonia. He was also head of international projects at Fundació Jaume Bofill. He has designed and managed a wide range of projects, such as the UNESCO Education Post 2015 campaign, as well as international conferences in collaboration with various organizations, such as the European Union, the OECD, UNESCO, UNICEF, the World Bank, and the International Association of Universities. He is currently Senior Education Programme Specialist at UNESCO.

He holds a BA in Economic Science (University of Costa Rica) and a PhD in Economics (New School for Social Research, New York, USA). He served as Costa Rica’s Minister for Public Education (2006-2014). He has participated in spaces such as TedxPuraVida, where he shared his ideas on “subversive education,” defined by him as a process where students, with teacher’s guidance and support, can consciously become the people they want to be. He has worked as a university professor and has held various positions in the public sector in Costa Rica. He is a lecturer at the University of Costa Rica, where he has worked as a professor at the School of Economics and a researcher at the Economic Sciences Research Institute. He is currently working as Special Adviser to the Secretary General of the United Nations for the Transforming Education Summit.
